Born in Bolghatty, India, on 20 March 1953.
Ordained a priest for the Diocese of Verapoly in 3 June 1978.
Completed a doctorate in Canon Law and entered the diplomatic service of the Holy See in 1988.
Served at the Apostolic Nunciatures in Honduras, various countries of southern Africa, and the Philippines, at the Mission to the United Nations in New York and at the Secretariat of State in the Vatican.
Appointed Apostolic Nuncio to Iraq and Jordan on 29 April 2006. Ordained Titular Archbishop of Ostra on 25 June 2006.
Appointed Permanent Observer of the Holy See to the United Nations in New York on 17 July 2010.
