Participants H.E. Dr. Boutros Boutros-Ghali, Secretary-General of the United Nations since 1 January 1992. Dr. Boutros-Ghali has long been associated with international affairs as a diplomat, jurist, scholar and widely published author. The Secretary-General served his country as a member of the Egyptian Parliament (1987), as Minister of State for Foreign Affairs (1977) and as Deputy Prime Minister for Foreign Affairs from May 1991 to his appointment as Secretary-General. A jurist with a vast background in law, international affairs and political science, Dr. Boutros-Ghali has served on the International Law Commission and on the International Commission of Jurists, and has been a member of the Institute of International Law, the International Institute of Human Rights, the African Society of Political Studies and the "Académie des Sciences morales et politiques" (Institut de France, Paris). H.E. Professor Diogo Freitas do Amaral, President of the General Assembly of the United Nations, is a Professor of Law at the University of Lisbon, Portugal, where he has taught since 1970. Involved in politics for many years, he was appointed, following the Portuguese Revolution on 25 April 1974, as a member of the Council of State (1974-75) and as a Member of Parliament (constituency of Lisbon) from 1975-83 and again from 1992-93. He founded the Portuguese Christian Democratic Party 1974 and served as its President until December 1982, and again from 1988-91. From 1982-83 he was the President of the European Union of Christian Democrats. His offices in the Portuguese Government include those of Vice-Prime Minister and Minister for Foreign Affairs (1980-81), Interim Prime Minister (December 1980-January 1981), and Vice-Prime Minister and Minister of Defense (1981-83). H.E. Ambassador Francesco Paolo Fulci, Permanent Representative of Italy to the United Nations since 27 April 1993. A career diplomat, Dr. Fulci served as Permanent Representative to the North Atlantic Council in Brussels (1985-91) and as Secretary-General of Italy's Executive Committee for Intelligence and Security (1991), until his present appointment. In 1990 he assumed the title of dean of the Ambassadors to the North Atlantic Treaty Organization (NATO). His previous diplomatic postings include: Canada (Ambassador, 1980-85); Rome (Chief of Cabinet to the President of the Italian Senate); Tokyo; Paris; and Moscow. He served in the Cabinet of the Italian Foreign Minister as Liaison Officer with the Parliament; set up the new headquarters of the Italian-Latin American Institute in Rome; worked in the Directorate General for Political Affairs at the Soviet and Eastern European Desk in the Italian Foreign Ministry, and at the North American Desk in the Directorate General for Economic Affairs of the Foreign Ministry. H.E. Professor Maurice Glelé, Member of the Constitutional Court of Benin, President of the Institute for Human Rights and Promotion of Democracy, has been a Professor of Law in Paris as well as in African countries. Professor Glelé has published several books and articles related, in particular, to constitutional law and human rights. He has been associated with the United Nations Educational, Scientific and Cultural Organization (UNESCO) for almost 35 years and was appointed as legal counsellor of that Organization in 1992. In 1990, he was nominated President of the Constitutional Commission of Benin and, in 1991, Vice-President of the High Council of the Republic. He belongs to various scientific associations, such as the French Society for Comparative Law and the French Association for International Law. He also currently serves as Special Rapporteur of the United Nations Human Rights Commission on Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance. Dr. Mary Ann Glendon, Learned Hand Professor of Law at Harvard University. Dr. Glendon writes and teaches in the fields of comparative law, constitutional law, and legal theory. In 1991 she was elected President of the UNESCO sponsored International Association of Legal Science. In 1994, she was appointed by Pope John Paul II to the Pontifical Academy of Social Science and in 1995 was named to the Holy See's Central Committee for the Great Jubilee 2000. In September 1995, Professor Glendon headed the Delegation of the Holy See to the United Nations' Fourth World Conference on Women, held in Beijing. She taught at Boston College Law School (1968-86) and was a visiting professor at the University of Chicago Law School. She received her bachelor of arts, juris doctor, and master of comparative law degrees from the University of Chicago. During a two-year post-graduate fellowship for the study of European law, Professor Glendon attended the "Université Libre de Bruxelles". From 1963-68, she practiced law with the Chicago firm of Mayer, Brown & Platt, and served as a volunteer civil rights attorney. His Serene Highness Prince Hans-Adam II, Reigning Prince of the Principality of Liechtenstein, eldest son of H.S.H. Prince Franz Joseph II von und zu Liechtenstein and H.S.H. Princess Gina. The name Hans-Adam forms an apt link between history and the present day, for Ruling Prince Hans-Adam of Liechtenstein was the founder of the State through his purchases of the Lordship of Schellenberg (1699) and the county of Vaduz (1712). In 1965 the Prince pursued business and economic studies at St. Gallen College, finishing with a Licentiate degree in 1969. On 30 July 1967, Hereditary Prince Hans-Adam was married to Countess Marie Kinsky von Wchinitz and Tettau. Four children have been born to the couple. In 1972 H.S.H. Prince Franz Joseph issued a general power of attorney entrusting the hereditary Prince Hans-Adam with the management and administration of the whole of the Princely House's property. In 1984 he was appointed by his father as his representative to carry out the everyday affairs of State performed by the sovereign. Prince Franz Joseph II died on 13 November 1989 and was succeeded by his eldest son who took the title Prince Hans-Adam II. According to the Constitution of the Principality of Liechtenstein, the Prince is the Head of State and exercises his sovereign authority in conformity with the provisions of the constitution. His Serene Highness follows the political, economic and social developments in Liechtenstein. His principal interests lie in the economic and financial plans and concerns of the State, the communes and the national economy as a whole, as well as questions of foreign policy. H.E. Archbishop Renato R. Martino, Apostolic Nuncio, Permanent Observer of the Holy See to the United Nations. He was ordained to the priesthood in 1957, and received his formation and education at the "Almo Collegio Capranica", the Pontifical Gregorian University, and the Pontifical Lateran University, with post-graduate studies at the Pontifical Pastoral Institute, the Sacred Roman Rota and the Pontifical Ecclesiastical Academy. He holds degrees in Theology and in Canon Law. He was named Archbishop by His Holiness Pope John Paul II in 1980. Archbishop Martino came to the United Nations, New York, in 1986 after serving, between 1980-86, as Apostolic Pro-Nuncio in Thailand and Singapore, and as Apostolic Delegate in Malaysia, Brunei Darussalam and Laos. Other diplomatic postings include: Nicaragua (1962-64), the Philippines (1964-66), Lebanon (1966-70), Canada (1975-78) and Brazil (1978-80). From 1970 to 1975, he headed the Department of International Organizations at the Secretariat of State in the Vatican. He has represented the Holy See at several International Conferences as a member or as Chief of Delegation. His Eminence John Cardinal O'Connor, Eighth Archbishop of New York. Cardinal O'Connor is a native of Philadelphia, Pennsylvania, where he was ordained to the Roman Catholic priesthood on 15 December 1945. He holds advanced degrees in Ethics, Clinical Psychology and Political Theory. After working in teaching and parish ministries in Philadelphia, he served as a chaplain with the United States Navy and Marine Corps, for 27 years. He was appointed Auxiliary Bishop to the Military Vicar on 24 April 1979, and was ordained by Pope John Paul II on 27 May 1979. In 1983 he was named Bishop of Scranton, Pennsylvania, and in 1984, Archbishop of New York. He was created a Cardinal in 1985. Cardinal O'Connor serves on a number of councils and congregations in Rome, in various capacities in the National Conference of Catholic Bishops, and as an officer or member of numerous ecclesiastical and civic organizations. H.E. Mr. Algirdas Saudargas, Former Foreign Minister for Foreign Affairs of Lithuania. In 1972 Mr. Saudargas graduated from the Kaunas Medical Institute as a biophysicist. From 1973-77 he worked at the Institute of Mathematics and Cybernetics of the Lithuanian Academy of Sciences as a Junior Researcher, and from 1977-82 as a Senior Lecturer at the Lithuanian Academy of Agriculture. From 1982-86 he served as Senior Researcher at the Kaunas branch of the Chemical Combinations Biological Research Institute, and from 1986-90 as a Senior Researcher at the Central Research Laboratory at the Kaunas Medical Institute. He was chosen as Chairperson of the Political Committee of the National Assembly of the Lithuanian Reform Movement Sajudas. In 1990 he was elected Deputy of the Supreme Council. From (continued on last page) 1990-92 he served as Minister of Foreign Affairs of the Republic of Lithuania. In 1992 he was elected a member of the Seimas (Parliament) where he was Chair of the Subcommittee of European Affairs. Mr. Saudargas is a Member of the Christian Democratic Party (since 1989) and was elected its President in 1995. H.E. Mr. Alvaro de Soto, Assistant Secretary-General, Department of Political Affairs, United Nations, New York. Mr. de Soto was appointed Assistant Secretary-General for Political Affairs at the United Nations on 1 January 1995, with responsibility for the Americas, Europe and East Asia and the Pacific. Prior to his current appointment, Mr. de Soto served as Senior Political Adviser to United Nations Secretary-General Boutros Boutros-Ghali from February 1992 through December 1994. He joined the United Nations in 1982 as Special Assistant to Secretary-General Javier Pérez de Cuéllar. As the Secretary-General's representative, he conducted the two-year negotiations between the Government of El Salvador and the Farabundo Marti Liberation Front (FMLN), which culminated in the 1992 peace accord signed at Chapultepec Palace, Mexico City. Mr. de Soto is on special leave from the Peruvian diplomatic service, in which he holds the rank of career Ambassador. H.E. Archbishop Jean-Louis Tauran, Secretary for Relations with States of the Secretariat of State of His Holiness Pope John Paul II since 1 December 1990. For ecclesiastical formation he attended the Pontifical Gregorian University and the "Institut Catholique de Toulouse", obtaining a Doctorate Degree in Canon Law, and Licenses in Philosophy and in Sacred Theology. He was ordained to the priesthood on 20 September 1969. After three years of pastoral ministry in Bordeaux he was admitted to the Pontifical Ecclesiastical Academy, entering into the Diplomatic Service of the Holy See in 1975. He served at the following Apostolic Nunciatures: Dominican Republic, 1975-78; Lebanon 1979-83. He was called to the Council for Public Affairs of the Church, where he served from 1983-88. During these years he participated actively at various meetings of the Conference for Security and Cooperation in Europe (CSCE). On 3 October 1988 he was appointed Under-Secretary of the Section for Relations with States of the Secretariat of State of the Holy See.
